Prior to joining Walsh, he was a paramedic with The Valley Hospital in Paramus and St. Joseph’s University Medical Center. Alex was previously a law clerk with Walsh, and Summer Associate in 2024.

Alex earned his J.D., summa cum laude, from Rutgers Law School in January 2025, where he was a member of the Order of the Coif, Senior Editor with the Rutgers University Law Review and a Teaching Associate. He received his B.A. in Law and Society from Ramapo College of New Jersey. Alex also holds a certificate in Paramedic Science.

NEWARK, N.J., March 15, 2025 – On Wednesday, Jersey City Mayor Steven Fulop, the Jersey City Redevelopment Agency (JCRA), and City Council Members broke-ground on the future Bayfront Promenade. Walsh represents Senator Robert Torricelli in his role as the court-appointed Special Master overseeing the long-term environmental cleanup of the property.

“What was done here can be done all across the state of New Jersey,” said Senator Torricelli. “This is a triumph of engineering, of legal leadership, of judicial action, and of your [Mayor Fulop] administration together. Now, let’s make it a model for where people live and make sure it gets duplicated.”

The Bayfront plan envisions approximately 8,000 new housing units and a redesigned street grid, effectively creating a new neighborhood. The proposal also includes 23 acres of open space, a new charter school, fire station, and enhanced transportation options, which is highlighted by a strong commitment from New Jersey Transit to extend the Hudson-Bergen Light Rail to Bayfront.

Walsh associate Deana I. Davis and Hackensack Meridian Health associate general counsel Maureen Mahoney co-authored the article, “Managing Corporate Discovery to Prevent a Reptile Attack,” in Volume 92, No. 1 of the Defense Counsel Journal, a law review of the International Association of Defense Counsel

The pair explores how the “reptile theory” can be used by plaintiffs to exploit the often iterative process by which electronic evidence is gathered and produced in civil litigation, in an effort to elevate the process of eDiscovery vastly above the actual merits of the underlying claims.

The Defense Counsel Journal has been continuously published by the IADC since 1934. Walsh partner Peter J. Pizzi is the current Editor.

Treatises like this are invaluable resources for both new and experienced attorneys, offering a comprehensive guide to the complexities of federal practice.

Nick graduated from Boston College Law School in 2023, where he was the Federalist Society Treasurer, Staff Writer with the Uniform Commercial Code Reporter-Digest, and later the Reporter-Digest’s Training Management Editor. Carmen earned her J.D., magna cum laude, from Seton Hall University School of Law. At graduation, she was awarded the Women’s Leadership Award and the Marc R. Poirier Trailblazer Award. Carmen was a Distinguished Scholar and served as the Diversity, Equity & Inclusion editor of the Seton Hall Law Review. She received her B.A. in Theater from Duke University and worked as a Stage Manager on Broadway and off, before beginning her legal career.

In April 2024, after a lengthy notice and comment period, the Federal Trade Commission (“FTC”) issued a final Rule banning nearly all post-employment non-compete agreements. On August 20, 2024, the U.S. District Court for the Northern District of Texas issued a sweeping decision in Ryan LLC v. Federal Trade Commission (“Ryan”) barring enforcement of the Rule, which was set to take effect on September 4, 2024.

In its decision, the Ryan Court held that the non-compete ban exceeded the FTC’s statutory authority, reasoning that the FTC lacks authority to promulgate substantive rules regarding “unfair methods of competition.” The court further held that the Rule is arbitrary and capricious, in violation of the Administrative Procedure Act, because the FTC failed to justify the universal breadth and “one-size-fits-all approach” of its ban. As a result, the court set aside the Rule.

As a result of the ruling, employers nationwide are relieved of their obligation to comply with the Rule come September. For now, employers may continue their prior practices related to non-compete agreements and have some additional breathing room to engage in contingency planning around the Rule’s application.

The Ryan decision is not the final word in the litigation challenging the FTC’s Rule as the FTC may appeal the court’s order. Employers should continue to monitor this case and other legal challenges in federal courts across the country.
